Obstacles Remain for Aid Distribution in Gaza's Urban Center Regardless of Ceasefire
Although the access route with Egypt becomes operational this week, humanitarian organizations encounter significant difficulties delivering supplies to the northern region, the area worst hit by food shortages, specialists report.
Infrastructure Problems
Major routes are practically unusable due to widespread damage across the devastated territory – or are still under the control of military units. Any truck that malfunctions is likely to be instantly looted.
Zikim, the primary access route to the northern territories, devastated by 24 months of fighting, has been shut down for multiple weeks, and Israeli officials have informed NGOs in Gaza that there are no current intentions to activate the entry location, per reports from relief personnel.
Devastation in Gaza City
Gaza City was the focus of a large-scale military operation launched in August that was still under way when the temporary truce was finalized recently.
Damage in the northern region has been massive, with entire towns including Beit Lahiya and Beit Hanoun in ruins as well as many of the outlying areas of the main city.
"Any operation of a crossing into Gaza is welcome, but we need to ensure we can access populations where they are," stated a policy expert from an international NGO.
Relief Circumstances
Observers said many of the estimated 300,000 people who have returned to the northern region from the crowded shelter regions where they had been sheltering during the armed conflict were now "living" among the debris of their homes, often without any housing and with limited food or water.
A representative from a humanitarian body said the devastation in Gaza City was "overwhelming".
"It is neighborhood after neighborhood, building after building ... there is urgent requirement for clean water. The situation is dire. We require all the crossings functioning," the spokesperson, who was in Gaza City recently, stated.
Insufficient Entry
A community leader based in Gaza City said the needs in what used to be the area's bustling commercial and cultural hub were "enormous".
"There is this optimism and faith but there needs to be rapid progress on the crossings. We didn't witness any significant change on the situation yet," the director stated.
"We are still getting a very limited amount of assistance [and] we are only starting to grasp the level of damage. So many streets are overwhelmed by rubble ... there is almost no home that is safe. There remains harm and unexploded bombs everywhere."
Ongoing Developments
Recently, relief groups said small quantities of necessary propane reached Gaza for the first time in seven months, along with deliveries of wheat, cereal and fresh vegetables. The recent deliveries sent market costs falling.
In the central town, a civilian said there had been noticeable change since the ceasefire.
"Stores are full of supplies, vegetables, and produce, although the rates are still high and not accessible for the entire population," the resident commented.
Winter Requirements
"The crucial necessities currently, particularly given the approach of winter, are to have a tent to protect us from the cold weather and cold-weather clothing because the shops do not have enough clothes for us or, if they can be found, they are scarce and extremely pricey."
Multiple UN-supported bakeries in central and southern Gaza have resumed functioning since the truce.
Assistance Distribution
Vehicles were stated to have passed via the border access point via the eastern border to Gaza during Wednesday, though specific quantities were unknown.
Israel's public broadcaster reported that the day's aid deliveries would include edible goods, medical supplies, energy sources, propane and tools to fix vital infrastructure.
"Humanitarian aid remains flowing to the Gaza territory through the border access point and alternative access points after security checks," an military representative said.
Distribution Challenges
But counting the number of trucks could be inaccurate, cautioned a specialist from a humanitarian organization. "We need to know what is in the trucks and their loading status for it to be a genuinely useful indicator," the official stated.
Business entities are sending fleets of transports containing sweets, soft drinks and treats, which have minimal health benefits, while urgent medical support for young people or individuals who have lacked sufficient nutrition for multiple years are scarce.
Medical Status
Within the northern urban center, only few nutritional outpatient clinics are working, compared with 45 in July.
Many agencies have substantial resources worth of supplies stockpiled in the region awaiting entry. An international organization assisting the population across the area for decades has extended provisions of nutrition for all residents in place to be delivered.
"We maintain the supplies, the tools and the capabilities ... we only require the access," said a relief official, just returning from Gaza.
Diplomatic Factors
An international initiative details that "full" support should be delivered to Gaza and be distributed through the UN and humanitarian networks, without obstruction from either combatant organizations or national security.
This appears to exclude the disputed authority-approved humanitarian organization which commenced activities in May, resulting in uncontrolled circumstances and multiple fatalities as crowds of aid-seekers congregated around its assistance centers.
